PANews reported on May 9th that, according to The Block, the chances of comprehensive crypto legislation moving forward have significantly increased after Senators Angela Alsobrooks and Thom Tillis reached a compromise on stablecoin rewards. Kristin Smith, president of the Solana Policy Institute, stated that she previously estimated the bill's passage probability at around 20% to 30%, which rose to 40% two weeks ago and is now approaching 60%. Cody Carbone, CEO of the Chamber of Digital Commerce, said that the resolution of the stablecoin issue "completely changed the atmosphere," paving the way for the bill to pass the Senate and be sent to the president. However, the ethics clause became the final major hurdle. Senator Kirsten Gillibrand made it clear that she would not support the bill without it. Democrats had previously refused to support it in the Senate Agriculture Committee due to Trump's crypto interests. Bloomberg estimates that Trump has profited at least $1.4 billion from the crypto business. Smith of the Solana Institute for Policy Studies believes that the inclusion of the ethics clause could garner as many as 70 votes in the Senate. Furthermore, issues regarding CFTC resources and DeFi-related provisions still require further coordination.

PANews reported on May 8th that, according to The Block, Coinbase reported a net loss of $394 million in the first quarter, primarily due to a $482 million investment loss on its digital assets held on its balance sheet caused by a sharp decline in cryptocurrency prices. This compares to a net profit of $66 million in the same period last year. This marks Coinbase's second consecutive quarterly net loss. Total revenue for the first quarter was $1.41 billion, a 31% year-over-year decrease. PANews reported on May 7th that, according to The Block, on-chain lending platform Aave has completed the liquidation of the remaining rsETH positions held by the Kelp DAO attackers as part of a previously announced recovery plan. The collateral obtained from the liquidation will be transferred to a multi-signature address, "Recovery Guardian," managed by the DeFi United initiative, which is working to restore the asset backing of rsETH and compensate affected users. This process marks one of the final stages of the community's efforts to recover $292 million in losses from the vulnerability. Aave previously stated that its liquidation required governance support; specifically, Aave voted to temporarily manipulate the price of the rsETH oracle to cause losses for the attacker's fraudulent positions. Aave indicated that all adjustments would be fully restored upon completion of the liquidation.

PANews reported on May 7th that, according to The Block, Patrick Witt, executive director of the White House Digital Assets Advisory Council, stated at the Consensus conference that the goal is to pass the Crypto Markets Structure Act into law before the July 4th deadline. He believes the Senate may advance the legislation in June, allowing sufficient time for the House of Representatives to also pass its version. The main obstacle to the bill on the Senate Banking Committee is the handling of stablecoin rewards. While the compromise language released last week appears to have addressed this issue, the banking industry association believes it still "falls short." Furthermore, the ethics clause has become a new focus. New York Senator Kirsten Gillibrand stated that she would not support the bill without an ethics clause. Witt said discussions with Democrats are progressing well, and the rules will apply equally to the president and new interns on Capitol Hill, without targeting any specific individuals.
